Programa Mananciais

This case presents HPROJ’s work within Programa Mananciais, an initiative focused on urban upgrading and regularization of vulnerable areas in strategic watershed regions, supporting environmental protection and the reliability of São Paulo’s water supply systems.

Overview

  • Location: São Paulo, SP, Brazil
  • Contracting entity: Secretaria Executiva de Mananciais
  • Start: 01/2009
  • Status: Ongoing

Program context

Programa Mananciais aims to upgrade and regularize settlements and vulnerable areas across the watershed regions associated with the Billings and Guarapiranga reservoirs. The program is based on the understanding that protecting these areas requires structured urban infrastructure interventions and qualified urban design, helping prevent long-term impacts on environmental systems and on the operational reliability of water supply.

HPROJ role

HPROJ contributes through long-term experience across multiple project lots within Programa Mananciais (previously linked to the Guarapiranga program), with participation since 2007. The work includes urban infrastructure and social housing (HIS) projects, with emphasis on technical viability, multidisciplinary coordination, and consistent documentation.

Technical scope in focus

  • Urban infrastructure design to support upgrading and functional improvements.
  • Social housing (HIS) solutions in sensitive urban contexts.
  • Multidisciplinary coordination to reduce clashes and rework during implementation.
  • Implementation-ready documentation with traceability of technical decisions.
